there is a browser based version of WAZE available - correct its not off-line capable.
In the RARE event that i don't have a cell signal (cant remember the last time that happened) i have a GPS that i can fall back on.
FWIW i never had a problem using a gps antenna (via usb or bluetooth) when i ran MS S&T, it was perfectly fine for turn by turn GPS (like) navigation - it worked as well as any GPS.
I cant tell you the last time i planned a trip and WASNT close enough to a wireless internet connection - so being off-line is not really a problem.
Many of us can use the tethering mode on their phones to connect a laptop (if theres no other free internet wireless connection) & further GET A MiFI / personal hot spot - with the shared data plans i now have 60 GB to share between the MiFI & my smartphone - for an inexpensive $125 bucks per month.
