Depends opn the dealer I think. Is it a consignment or is it dealer owned? We looked at a lot of used 'dealer' rv's last year. I had specific wants so we were looking at those only. Found a couple, one was very dirty as you described. PO had evidently lived in it for a while and put it on consignment lot as is, asking $50K, It drove ok, but final analysis I offered no more than 1/2 of asking, based on condition and the unknowns associated. They said they only get a commission off sale its owners responsibility to upfront cleaning etc. As a result no sale. Went to another had a 'high end' unit, had been somewhat clean but had the dinette pulled out and replaced with tv trays! again big bucks to buy. The 1st one also had dinette pulled and cheap table chairs! Looked at a dealer owned and it was from canada with lots of rust issues to outer compartments, broken headlight mount actually little things. Told them to fix and give me estimate on some add ons, never heard from them again. Had another on lot was VERY clean, well kept, AC was not cooling uless you stood directly underneath the vent. Told guy we were interested but to get the AC unit checked. Got a call later that it was all ok nothing wrong! Found out later this unit had been gotten from another larger dealer so you know something was wrong! Anyhow it all depends. Some dealers willing to go the long route to sell, others not so much. Most of the things we found were cosmetic, but they still cost and the name of the game is profit!
