When we bought our 2004 rig new, the DMV showed it as a 2003 per the VIN. When I set up insurance with AAA I wanted the policy to show it as a 2004 model. I had to send AAA agent a copy of my sales order that showed it as a 2004 model.
It is normal for an RV manufacturer to use a year old chassis to assemble this year's model RV and the VIN will show the previous chassis year. Just another RV quirk.
