He's probably just a lonely frustrated X-CB'er with another medium of people to bother. Some people are just compelled to cause a ruckus to get attention, and in the case of a few CB'ers and 2MTR ham operators many years ago, ended up spending some time in prison under a variety of charges, and one went right back to harassment and jamming when released.
