I moderate a large family chat room, but I do it face to face. We have the same problems with these type of trolls. An I.P. ban is effective for that location only, it doesn't matter how many nic's they use. Yes they can spoof an I.P. but's it's slow, kinda like dial up. The bottom line with these trolls is they end up working harder than me cause I block the I.P. and ban the nic. So when they say "I'm back" I say "Yes you are and are you enjoying all that signing in ?" I get rid of them with a few clicks, but they need to do a lot of typing to get back in. Eventually they get so tired they see my point and give it up. So, good work Johnny. If he wants to be a troll make him work for it !
