Because most of us are not full timers. In order to do the Montana or the North Dakota thing legally, you must live in one of those states, or declare residency in one of those states and then live in your motorhome full time and don't stay past the time limits in any one state. I personally would have no problem at all doing a North Dakota registration if I lived in the Motorhome full time, but I have a house and business in California so I'm stuck with California plates on my motorhome.
