Had a similar problem when I first started towing the CRV as well. The problem was at the MH receiver with the tow bar installed. There was about a 1/16inch side to side play between the tow bar and the receiver, at the end of the tow bar at the front of the car, the 1/16 inch translated to about 2 inches on the front of the car.
The problem was solved by installing a Hitch Quiet or similar device to eliminate the play at the receiver point.
