Many of the Northwest States require you to carry chains from October to April. It doesn't mean you have to put them on, but you must have them. Yes, they do check at times. I was stopped on I-5 south of Ashland Oregon. Not really stopped, the troopers were metering the traffic over the Siskiyous to spread traffic out. They were asking if you had chains.
