It seems to me it would be preferable to move both rear tires from one side forward if there has been any degree of tread wear. Having two tires of slightly differing diameters paired together on a side (or on both sides) invariably must lead to some degree of scrubbing when you're driving since the two tires have to spin as one. Having slight size imbalances across the axle with its differential is not a problem, on the other hand.
