Just did part of that route from Mt. St Helens, we stayed in a rest area alongside the I-5 before the 99. Safe and no one cares. Park away from the big rigs as they come and go a lot. Also Walmarts even if
they post no parking, in a pinch I have slept and I believe they post it to discourage squatters. Look up Indian Casinos also. Truck stops are good. park on the side ,leave the big long spots for the drivers.
After the I-5 /99 split the next rest area has a dump station.
