This is not necessarily the case. You can go to taller tires to get better gas mileage without changing some rims.
For instance, a lot of Class C motorhomes (in the U.S.) use 16 inch rims and come stock with 225/75R16 tires. Take a look at the size of 235/85R16 tires ... 235/85R16 tires of course fit on 16 inch rims, but are a taller tire.
We even changed from 225/75R16 tires on our Class C to 215/85R16 tires and got a taller tire for better gas mileage ... believe it or not. The "85" versus the "75" part of the tire size designation causes the difference.
