You could try running near full throttle instead of full throttle. Then it might set a code. Not knowing which ECM is being used, some ECMs do not have tables above 3000 RPM, so I don't know if it will trigger anything or not. It would probably do best to get a fuel pressure gauge. See if the pressure drops any in the higher RPMs. Call your local AutoZone. They have tool rental and may be able to rent you a pressure tester cheap. They also sell them for 50 bucks.
One other thought, not sure what they do with TBI, but I know with port injection, there is a pressure regulator that is vacuum controlled. When the vacuum drops, the fuel pressure rises. If this vacuum hose was routed incorrectly, it could be connected to a source that does not really have the vacuum drop off, so the pressure would not increase under higher throttle positions.
