Thanks for the replies guys.
Fuel filter is brand new. No change in pressure from before and after I changed it.
Yah, I'm afraid its the pump too. I have a new regulator coming today and will swap that out as cheap insurance. It could be that the regulator has failed and not allowing it to build pressure.
Unfortunately the tank is full. :-(
