I got the fuel pressure regulator and swapped that out. Super easy as it's right on the back of the motor and super accessible. Remove the vacuum line, one c-clip and with a gentle tug upward with some pliers and it pops right out. Lubed the orings on the new one with some motor oil and pushed it in. Reinstalled the c-clip and vacuum line and fired the motor up.
Unfortunately, I still only have 28 psi so that clearly wasn't it. With that said, it was a cheap and easy fix to try.
I haven't figured out which is the fuel pump relay but none seem to be warm with my temp gun.
So, next up is the fuel pump. I have a Motorcraft turbine sitting on the work bench ready to go in.
I looked under the motorhome and it appears that the holding tanks are above the fuel tank so that eliminates the potential of cutting a hole in the floor under the bed.
I have two big floor jacks so I'm going to make a cradle out of some 2x4s so we can use the 2 jacks to control the tank carefully.
I'm considering using the fuel line to the generator and hook a electric fuel pump to drain the tank down some. Does anybody know how low you can draw your fuel tank by the generator?

Two things...
1 - Take another look at where your holding tanks are located, as what you're saying, doesn't sound right. Obviously the black tank end is going to be directly under the toilet and the grey tank probably alongside it from either port or starboard. When replacing such, both usually have to come out just one side, so double work if your problem is with the inside tank. Not always I guess, but this I've seen.
2 - You might be able to fish a hose down the spare inlet on the other side of the fuel tank for pumping it down some more, but a 1/4 tank should do you for dropping it.
Finally, if you do drop the tank, be prepared to change out the fuel inlet hose and the return as well. Also it's a good idea to replace the hose going to the genset as they are prone to early deteriotion in some some cases, so you might as well stay ahead of the game.
How many miles on your fuel pump by the way.
