I have enough sense to replace my tires when they are at risk because I value my safety and my equipment but others may feel differently. The NHTSA recommends more frequent inspection at 5 years due to ozone degradation and different tire makers have different warranty age limits. the longevity of a tire is dependent on many factors most of which are controlled by the user. Getting a consensus is therefore difficult.

Don't need a 'regulation' to tell me when to change tires.
