No out of state law enforcement is going to stop you because your NJ vehicle has not been inspected. It is not their jurisdiction to enforce NJ state inspections.
A related story - we lived in NJ before moving to GA (we grew up in NJ). Both of our vehicles had expired NJ inspection stickers - never bothered to take them off. NJ was still doing full inspections back then. We were in our home town in NJ, driving from my wife's parents to my parents (a 2 mile drive). We passed a local LEO driving the opposite direction. She swings around and pulls me over. Her explanation for pulling us over - we had an expired inspection sticker and out of state plates - she had to see what was going on. I asked her if it was illegal to move out of NJ? She didn't like that.
