Yes. RVIA certification is a necessity to license your unit as an RV, otherwise your local AHJ may refuse you highway license or even tax it as real property like a mobile home.
A really nasty battle between HUD Rv definitions and RVIA was just deferred in HR 5658.
RVIA & ARVC plus thousands of parks all over protested HUDs proposed change of definition concerning 'park model' rvs that have a limit of 400 sq. ft. to include manufactured porches thus making them manufactured housing subject to different rules and tax structure.
Get that sticker, or walk away.
