I recently had a similar problem with mine. Have you confirmed that water is flowing through the solenoid? If the solenoid is functioning correctly, and I assume it is as you said you replaced it, then there is likely a blockage in the line going up to the ice maker.
In my case the heater wire that wraps around the tubing had burned a small hole in the tube right at the connection to the solenoid. As stated above yours may also have frozen up at the ice maker end.
First you need to confirm that the solenoid is getting power and is functioning correctly. If you have a hole in the tube it will show up as a leak when the solenoid tries to send water to the ice maker. Sometimes compressed air through the tube will clear a blockage if that is the problem.
