I believe the OCCC assumes full fuel and propane, but no water.
That motor home should weigh 9313# with full fuel,propane and no water.
I'll assume lawrosa is correct with the GCWR numbers depending on which engine is chosen - the 5.4L or 6.8L.
They are telling you the maximum weight your motor home, fully loaded, with passengers, and what ever is being towed is rated for.
