OCCC, GVWR and GCWR questions on Winnie Minnie 22R

Does the OCCC (in this case 2187) assume full tanks or empty? If the OCCC is 2187 and the GVWR is 11,500 does that mean this MH weighs 9313 pounds? Then, the GCWR shows 13,000/18,500. Why two n...

On checking the Winnebago site, GCWR. Specs page, the 13000s for models built on an E350 chassis and the 18500 (A) is for units built on the E450 chassis. Big difference.
