OCCC, GVWR and GCWR questions on Winnie Minnie 22R

Does the OCCC (in this case 2187) assume full tanks or empty? If the OCCC is 2187 and the GVWR is 11,500 does that mean this MH weighs 9313 pounds? Then, the GCWR shows 13,000/18,500. Why two n...

Back home now (not relying on campground internet and an I-phone). Checked the Winnebago brochures and Ford specs The GCWR 13000 is for the E-350 chassis with the V-8 and the GCWR 18500 is for the E-350 chassis with the V-10, optional on the 22R.
