Unfortunately, the politicians have found tolls are a way to impose a tax on the public in a way that they can deny it's a tax. The general procedure is to raise the rate on the part of the population that are few enough that they cannot generate a meaningful protest (Trucks, RV'ers, commercial users) and who can just pass it along to the public in the form of higher freight rates and delivery charges. They sometimes give the locals (in-staters) a few cents break over the outsiders to keep their lily white hands clean with their locals. Just keep going around and refusing to be held up.
