It's a safety feature.
If there is no output from the gen....or very low....there is a good chance that something inside is shorted and might start a fire VERY quickly.
That's what circuit breakers are for and not unlike any other electrical system, I mean what's your shore power supposed to do about anticipating all this, either with your coach or in your home, as well....
The output circuit breaker would not stop the current in an internal generator short, just as your house circuit breakers won't stop a short circuit in the power lines outside the house (or the RV breakers won't do anything to break a short circuit in the shore power cord).
I realize all that and am very familiar with the properties of electrical systems. Just saying that it goes on and on and enough is enough, with making something like a generator set that complicated and even more costly for fixes.
A good example of what you're saying is the 50/30amp converter cords that are UL approved. So, now you have a 50amp breaker that in essence, is supposed to be protecting #10awg wiring that makes up the shore power cord on 30amp coaches. Thing is, a direct short will trip it anyway and the chances for a continuous current draw above the wire rating is highly improbable.
