Well the first suspect (A mis wired outlet) you already tested for so we can skip that.
There are some fuses one of which may be blown on the devices control board
you may have it locked in MANUAL mode
And it could be defective.
And.. i have heard of a case where a circuit breaker (For something else) was tripped on the main breaker panel.. Turns out it was THAT BREAKER that fed one of the legs to the afore mentioned fuse so resetting the breaker fixed it.
With breakers do not trust eyes. Touch is the only way to be sure they are not tripped.
