Try this: With the plug pulled just far enough out of the socket to reach the blades with your meter probes, CAREFULLY measure the voltages at the outlet to see if they differ from what you read with the plug removed. If the voltages read low about the same as at the other end of the cable, that could indicate the problem is between the socket and the panel, and only showing up with a load. If not, I'd start with checking the connections inside the new plug.
Sometimes you can lead them to water, but you know the rest of the story. If your measurement at the outlet under load are ok grab a long piece of wire to use as your neutral/ground lead. Connect it to your panel or with an alligator clip grab the neutral lead of your slightly pulled out plug.
With this nice long wire for one of your meter probes go to the RV and take measurement on all wires there under load. Turn an AC on for example.
Those measurements will tell you which wires are bad. If there has been flexing of the power cord over the years it may need to be cut back at the RV end or the plug end. Even though your guy did that on the plug end there could be a bad spot just a bit further back.
Have you tightened the screws on the wires on the RV end? If you are probing the connections versus the actual wire you could have an issue with bad connections. This is a common problem and can lead to things melting or worse.
