And the winner is... zman-az! :-)
There's a 20A breaker for the optional (but not installed) washer-dryer, which was switched to off (might have been that way for the life of the vehicle), and naturally, that's the one that makes up the second leg of the 50A service. As soon as I switched it on while resetting all the breakers, the EMS switched to 50A.
Thanks again to everyone who responded, I've put your suggestions together into a troubleshooting list that I'll save for future reference (and hope I won't need :-)
That still doesn't explain the voltage weirdness, so I still plan to check the connections at the vehicle end of the cable, but at least the 50A issue is solved.
