The EMS 900 manual seems to suggest that something like that is the case, at least if I understand it correctly (which may not be the case).

J6 Terminal Function

From troubleshooting, Remote Display does not indicate 50A service source when 50A 240V shore power is connected:

Check to make sure jumpers are present between any Line 1 breaker and J6 terminal 3, and between any Line 2 breaker and J6 terminal 1. Also, check that the neutral jumper is in place between J6 terminal 5 and a position on the neutral block.
With 50A service available, the voltage between J6-3 and J6-1 should be 240 VAC.

I think it's safe to assume the jumpers are in place, or switching the breaker on would make no difference.
So, if the breakers connected to J6-3 and J6-1 are the washer/dryer breaker for Line 1 and some other breaker from line 2 (will experiment tomorrow to see if I can find another breaker that causes it to drop to 30A mode when switched off), then that would seem to confirm my understanding of how it's wired.
It sounds weird, I know, but that seems to be what they're saying.
