Page 8 of the manual (Intellitec P/N 53-00894-600), seems to say the opposite?

To insure [sic] proper operation of the source sensing circuitry on the 50 AMP EMS Model 700 [sic; this is titled as the 900 manual], jumper wires must always be connected from a Line 1 breaker to J6 terminal 3 and from a Line 2 breaker to J6 terminal 1. These connections must be made even though Relay 1 or Relay 2 may no be used for controlled loads.

On P. 14, section VIX (troubleshooting), it explains that 120VAC has to be present at J6-1 and J6-3 so that 240V measures between them, and that that's how the EMS determines it has 50 amp service.
It sounds like Fleetwood installed it according to the instructions.
Caveats: I'm not an electrician or an electrical engineer, but I am a software engineer (for some value of engineer; my academic background is in linguistics, but I've always made my living in IT) and a fair hand at both reading and writing technical documentation, so while I think my reading is correct, the fact that I'm not an EE could also mean that it isn't :-)
