Does he mean *registration* -or- *sales tax* on a new (or used) MH?
The registration is chump change compared to the sales tax, which on
a $100K MH purchase (in CA) would be close to $10K.
*If* he already owns a MH *registered* (licensed) in CA, changing *registration* to Oregon will save a few bucks - but generate lots of grief!
*If* you are a CA resident driving a MH licensed in another state in CA - - you will have "problems" - especially with the CHP.
(You better have a valid Driver's License for that "other" state.)
However, CA *SALES TAX* can be legally avoided (and has been for many years) via the "90 day rule" - which is one year now.
You must receive (accept delivery) of the MH, boat, or aircraft out-of-state, and *use* it out-of-state for one year.
The State Board of Equalization (Franchise Tax Board) will expect to see receipts to back up the one year out-of-state usage.
If your proof is acceptable, you will be permitted to pay the normal registration fee to register in CA at the DMV - and your RV may then be stored, used, etc. in CA.
BTW: don't even think LLC in CA..:(
