Excellent answer. Even in residential applications, many shower shut off valves will trickle a tiny bit, to let you know that, you've not shut the water to the shower head, off completely with the normal cold/hot control valves. It's just a reminder thing. And, some showers and valves will, for some odd reason, give you that blast of cold water if you've got wet, shut down, lathered up, then opened the shut off valve to rinse and, got a cold blast of water when in fact, the mixture is just as you left it.

So, sometimes, the trickling of the water, through a shut off valve that let's it trickle just a tiny bit, is enough to keep the mixture correct for the rinse operation.
