Carl, there is a park slightly south of downtown Palm Springs called the 'Happy Traveler'. Their website states a max length of 40 ft. so your brother would be OK. Otherwise, there are no other RV parks in Palm Springs that I can think of. The Happy Traveler spaces are tight but you can't beat the location to be right at downtown PS.
Desert Hot Springs is north of the I-10 and it can get very windy there as they are right at the pass that takes you to Los Angeles (130 miles away).
The next city is Cathedral City, CA, right next to Palm Springs where there is a nice Outdoor Resorts on Ramon at Date Palm Drive that is very nice. The Palm Springs Oasis is down the street at Gerald Ford and Date Palm Drive but is rather plain but convenient to Palm Springs (probably 6-7 miles to downtown).
