ABSOUTLY NOT SAFE if you're suggesting that he wheels be off of the ground. Never ever have your rear axle with the ebrake off of the ground. You can drive up on blocks and be OK.
We have a small fold up step for use as needed.
I agree and definitely not a good thing with using your leveling jacks for a parking brake.
