Before I bought this piece of vacant property, I first went to the building department to find out what I could build on it. I needed a large garage for my Classic Cars and I told them what I wanted and let them come back to me, IN WRITING, exactly what would be allowed.
I ended up with a 1 bedroom, 1 bath, 9 car garage on the lake.
Perhaps you can meet with the building officials and tell them what you would like to do and let them come back to you with things you can and cannot do. If it looks like you can accomplish what you want, make sure to get it in writing.
