Ha ha, as a builder in my community this makes me laugh, our city's budget is a joke when it comes to building and engineering. They subcontract plan checks and legal consultation. BTW, there are no guarantees when submitting and getting conceptual drawing approved as you suggest. They can always change their mind, it depends who is working the desk that day. Ha ha
