Most fresh water tanks are polyethylene, Usually MDPE (Medium density Polyethylene) and you are correct, nothing made will bond with it permanently. Epoxy patch sometimes will work depending on the nature of the crack or hole, but it's a ****-shoot at best. I've seen it hold for years and have seen it fail immediately.
Plastic welding is the way to go, which is easy as long as you have access. You do need the correct equipment such as a plastic welding setup that connects to an air source to control heat, and the correct rods.
If the tank is of a white translucent color it's Poly. The only ABS fresh water tanks I have seen are made by Valterra, and I have not seen many used by the RV manufacturers.
