Most holding tanks are long and thin, so 5 gallons of water would hardly make much level in the bottom of the holding tank. Also try adding a near full bowl of water after use, to insure enough water is being used. Been there and done that in our last TT.

'Always' add water to black tank after dumping. And as mentioned a minimum of 1/4 because the tanks are long. And 'fill' the toilet bowl with water after using for the next guy!
Using chems that actually "breaks down" waste and paper always helps if you have a lot of people using the RV toilet. Will prevent any types of clogs.
I have found only one that actually states it "breaks down" waste.

You have to read the label VERY carefully for the words breaks down because Campa Chem makes 2 different kinds and use the same graphics.
