In 89, chances are that is a 3 spd auto? If so, look into finding a boneyard Gear Vendor for your chassis/engine/trans combo. Or, buy new one.
You will find that extra gear will be helpful when climbing grades, as might find 2nd over, to be a sweet spot for hill climbing.
As mentioned, getting the top end in good shape with either a rebuild of the carb, or even newer carb, would help. On the back end, good headers usually really help open up the 454. Doug Thourley (SP?) are a good bang for the buck in the way of headers.
