Have you checked the alignment? To be speed sensitive suggest to me that it's not all there. New tires, especially the "tow truck" kind are really stiff, and will amplify anything thats not perfect in the suspension.
I had old tires on my rv when I got it, and zero vibrations or anything. Swapped them for new ones and the right front goes bonkers at certain speeds. It's pretty obvious it needs front end work.
