Power Door Locks ...... Key FOB normally an extra ?

Power locks are pretty much standard equipment on every vehicle these days. But "remote" or "keyless entry" is an option that requires a receiver in the vehicle to pick up signal from the transmitter or fob to activate the locks. This is probably what your dealer meant.
