Power to AC's on Generator

I do have 4 wires coming in from the generator, but i checked voltage from ground to black and ground to white. Black was hot at 120 and white was dead.
Should be checking Black to white and have 120. Then check Red? to White, should be 120V. Red has Question Mark because I cannot see inside your transfer switch. Supposed to be Red, but who knows. White to ground will show nothing.
