Even if you put the fuel filter on the full on a Cat engine and no hand primer you're going to have trouble getting it to start. Valves are not OEM and On Cummins you do not need them because of the electric fuel pump that will prime the system if you run it long enough. The electric fuel pump is only needed when cranking a Cummings engine and only runs for approximately 30 seconds when you turn the key on. Once the engine starts the internal fuel pump in the injector supplies all the fuel necessary and the electric pump does not run anymore.
If I had known this a couple years ago I would not have replaced my lift pump $$$ which did not solve the problem I was having with the fuel system. Recently my ISL shut down while cruising without any warning putting me on the side of the road. Found the blown fuse that holds the shut off solenoid open in the injection pump and got back on the road in less than an hour on a Friday night. Yes, I've learned a lot about my ISL.
