This issue of HOA rules has been debated repeatedly on this forum. In one word BEWARE. If there is any hint of a problem, you can be sure there will be a problem in the future. Ignoring the rules (wait and see) is just delaying the issue. Also, the Board may rule in favor one day but change its mind at the next vote.
