Progressive insurance charges a cancellation fee

Last time I switched insurance I selected new company paid for new insurance and just my other insurance lapse. Got lots of trash from them but never a charge. I did have one of those cell phone internets years ago. Never paid bill and the hit my card and claimed they had that right. I called credit card company aledged fraud. It was backed out with no problem. Guess I don't get these problems.
