In PA, once you activate a new insurance company, the previous company gets a notice and refunds the unused portion. It is illegal for them to charge when they don't have an insurance risk (ie another company has assumed the risk via a new policy).
IMHO, if i am changing from a company, there is a reason. I don't "owe" them anything, including a courtesy call. If they meet my needs at a price i am satisfied with, I'd still be a customer.
Insurance Commission is the big gun here in PA. Cross them and you'll lose your ability to do insurance business in the entire state.
Like life insurance companies who try to bill you. If you pay, you have coverage. If not, you lose it. You are never"required" to pay that premium, regardless of what they may imply.
With PnC, you DO owe got coverage/risk you had/have until another party assumes it. Note: insurance is required in pa if you have tags on it.
