Propane bleed valve

Our bleed valve in our Moho is not working. We have replaced it twice and there isn't any difference. When we unscrew the valve to replace, no propane released. Interesting. So my question is, when filling the propane tank, will the automatic shut off at the propane pump stop filling when it's full, and I do realize that there will be air trapped in the tank?
