You don't need to turn off the propane valve when refueling (gasoline or diesel). What you should do is turn off any and all propane appliances—the fridge, the water heater, the furnace, the stove....
The reasoning is that you don't want open flames or sparks. Simply turning the gas off without turning the appliances off will make the flames burn out (eventually), but then the appliances with automatic ignition will attempt to relight and produce lots of sparks, which is exactly what you are trying to avoid.
When refilling the propane tank, the main valve is turned off.
