The gas valve on (many) appliances needs power to stay on, but the gas valve on many tanks is entirely manual. It's generally only power-operated when the tank cannot be readily reached and so has a remote fill port. Obviously there are some appliances that have manual valves, of course, like the stovetop burners.
As far as filling stations are concerned, the rules and overall goal is to avoid open flames and sparks that might ignite any gas vapor in the area, at least to the extent it's practical to do so. A propane system with no appliances running has no open flames or sparks, even when the tank valve is on. By the same token, one should turn off the appliances rather than only closing the main tank valve, since appliance igniters will retry sparking since they don't light.
