Guess it all depends as I've seen propane trucks quite often filling RV's including the small tanks. I would suspect it depends on how many customers are available. Parks with an significant extended stay population would be more likely to have service available.
As was stated, no requirement to weigh the smaller tanks in most (if not all) locations.
