In the world of hazardous materials transportation they are not the same. Has to do with the flashpoint of the material in question. Diesel is less ignitable, it must be heated to above ambient temperature for it to ignite whereas gasoline will ignite at something like -40F.
I've heard stories from some old long retired firefighters and chiefs about how it was once thought that self-service gas would result in untold numbers of explosions, leaks, fires and other catastrophes. Of course, as we all know (except in Oregon) that when you pay by the gallon for something you are pretty careful to get it in your tank and not spill it. Most of the gas spills I've responded to as a firefighter have been a result of pump shutoff malfunctions, not operator error.
