If your 32-footer is on a 2008 or later E-450 chassis, it has somewhat better brakes than 2007 or earlier. Still, Ford is adamant that the chassis brakes are rated at Gross VEHICLE (Coach) Weight, NOT Gross COMBINED (Coach plus Toad) weight.
Our 31-footer scales out at nearly full GVWR, so any towed vehicle is basically all above rated brake capacity. I would think yours would work out the same.
So YES, put brakes on the Wrangler.
